General Council's Commissions Regulation

REGULATION OF THE GENERAL COUNCIL’S COMMISSIONS (1)



Under article six of the General Council’s Regulation, the permanent Commissions of the General Council shall be subject to the following Regulation:    
 
CHAPTER I
DENOMINATION, CONSTITUTION, POWERS AND DUTIES AND COMPETENCES OF THE COMMISSIONS
 
ARTICLE 1
DENOMINATION AND CONSTITUTION

1 – The General Council’s Commissions are permanent and specialized and have the following denomination:    
i) – Commission for Academic Affairs;    
ii) – Commission for Financial Affairs;    
iii) – Commission for Legal Affairs;
iiii) – Commission for Image, Public Relations, Culture and Social Responsability;
iiiii) – Commission for Strategic Planning;    
2 – The Commissions have their constitution determined by the General Council.    
 
ARTICLE 2
DUTIES AND COMPETENCES

1 – Commissions are permanent and are aimed at specific areas as per their denomination.    
2 – It falls under each Commission’s responsibility to study and propose decisions to the General Council within the specific areas of their competence.   

ARTICLE 3
POWERS

1 – Each Commission may request, whenever it deems it necessary, the participation of other members of the General Council in its meetings.    
2 – In the pursuit of its duties, each Commission may:    
a) Carry out studies;     
b) Request information or advisory reports;     
c) Collect evidence from any employee;    
d) Conduct hearings on services;     
e) Request and hire experts to assist in their agenda;    
f) Draw up reports to the plenary of the General Council on matters within its jurisdiction.

ARTICLE 4
PRESIDENCY OF THE COMMISSION
 1 – Each Commission’s agenda is coordinated by its president.     
 2 – If the president is absent or prevented from attending, he/she shall be replaced by the senior member of the commission.     
 
ARTICLE 5
COMPETENCES OF THE PRESIDENT

It falls under the President’s competence to:    
a) Represent the Commission;     
b) Schedule, summon and chair the Commission’s meetings.     
c) Ensure the normal flow of Commission’s administrative paperwork;     
d) Report the progress of its agenda on behalf of the Commission.     

ARTICLE 6
SECRETARIAT

The President of the General Council shall make every provision of a senior of the University of Madeira to address issues such as sending calls, stating its agenda, date, time and place of meeting, writing minutes and forward the proceedings of each committee.
